A very wise move in my view.
Good local politics always a good idea. Residents of developing countries resent the movement of their natural assets out of their country.
CLA listing in Namibia says "... we want you on our journey as well".
Locals can invest and in all likelihood it will be the wealthier ones who probably will be in or have connections to the Namibian Ministry of Mines and Energy perhaps expediting and smoothing mining applications etc.
