If they can get 75% of TAW vote the merger will happen then after a merger they only need 51% to pass any resolution they want. But that is only theoretical because given the number of holders that don't bother to vote or vote but then the resolution is passed on a show of hands at the meeting just about anything endorsed by BoD is passed.
