if you were happy to pay 98 cents for TOE at the time, maybe 30 cents is a good oppertunity to invest a 1/3 of your initial investment and double your current holdings. I agree that TOE will pull through when the U demand returns. IMO only, not saying now is that time since it is very difficult to calculate a bottom without any support below the initial floating price.
