The biggest take away from this 4C, for me at least, is their snippet here. (Perhaps what some of you have missed)
Clearly the increased admin/legal do not only have to do with Oncall but also with their other M&A that they have been hinting about consistently in previous correspondence.
There is a lot brewing behind the scenes and I think this was 4C meant to be clarified either with a complementary announcement (hence the "Confirm?") or with a further explain of the proceedings regarding the M&A at hand.
We are not far from the market release outlining the details of whom and what the M&A will entail.
Regarding the SP I would hazard that the reason we are hovering this low is the possibility that Scrip is being given in wake (or combination) of actual dollars. If that were the case it would be in the interest of the party whom are merging/being acquired to see the SP lower. (Just a theory can not substantiate).
Either way the cogs are in motion and time will tell where we stand. I for one will be increasing my holding shortly.
