The way I see it, WPL has got only one alternative. If PE does not come in for FAR, then they stay as they are. If FAR is successful then they have no choice (if they want to stay) to either pay compensation (may be in conjunction with COP) or to take out FAR. With the current POO ($75 last night), it'll cost them.
I'd say that COP would not be very happy should WPL ask them to chip in for the compensation. So either way, WPL is lumbered with some expense, probably why the CR last month.
