You are exactly right.
The ban does not originate from legislation.
The MNS announcement states that it does.
Paragraph 6 of the MNS announcement seems like it might need adjustment.
The Tanzanian government made an arbitrary ban on export of gold, copper and seemingly other metallic concentrates. The chronology of events is accurately set out on the Acacia website: http://www.acaciamining.com/export-ban-facts.aspx
The ban came in March 2017. The draft legislation was introduced in June 2017.
However, Magnis says "Following the legislation changes to Acts relevant to the mining industry, the GOT has announced a ban on the export of unprocessed mineral concentrates which includes graphite concentrates."
The ban does not originate from legislation.
There is no legislative ban on exportation of processed flake graphite.
