After having an interest in this company since 2012 I believe they tend to obfuscate to lead the less cynical down the road. For example the review will take several weeks, that part was true but the time the machinations to set up the review were totally ignored by management.

I have asked on several occasions for the tonnage of structural steel which will go into the Coldry plant in India. If we know the footprint and height its easy to give an educated guesstimate at the time it will take from design to turning the key. If you don't know structural steel and engineering are cutthroat industries, million dollar jobs won by hundreds of dollars.
