I guess the key words from the article a month ago are:

I would genuinely think the transhipping proposal would be a secondary choice, although its a cheaper option , I don't think it would deliver the deep water requirements and therefore economic benefits for cruise ships and other uses (Don't forget the port wouldn't just be for Iron Ore shipments). It would unlock the region especially if Developed in conjunction with an true international capable airport.
TBH Who the hell else could it be that she is talking about but ANS/Padbury?
