Musk/Tesla is not a battery maker. Reducing Cobalt from a battery is at least ten years away. If they start using batteries with less Cobalt right now they would take a huge risk in the ability to reload. It''s untested and batteries could be 'dead' within the warranty period. My take on this is that Musk is trying to talk Cobalt prices down.
