I think that's what they are saying. Is it true? Given we've never seen anything broken out (# actually active users, $ per user distribution, for users = "buyers" or "sellers") I don't think we can say for sure. Also you may be right that they are chasing higher value transactions but this doesn't necessarily explain what happened to their revenue in the past.
