Why wouldn't they request a halt for the resource upgrade? Perfect way to build interest on a stunning number (100mlb+).
Why would you pull a cap raising at these depressed prices when the SP has been above $4 twice over the last month or so? That wouldn't make any sense to me.
The only other possibility I suppose is the Savannah issue, as someone mentioned earlier.
