Cassandra, I realise English is not your first language. In English some words have more than 1 meaning, for this I refer you to the Cambridge english dictionary of the word outstanding, you need to read the word in the structure of the sentence to form the correct meaning of the word (it's #2 in case your not sure). Please note this was taken from the announcement.

not yet paid, resolved, or dealt with.
