    I have been thinking that it is to give locals a cheap entry into cvi, perhaps for more fortitude shares. this effectively will give us control of the fortitude assets and give CVI a more local flavour. Like it or not local content is a big issue in obtaining kwanza. short term pain in the a** long term big winner.
