I agree entirely with Justlocal on this.
What is usual for a PSC is irrelevant here. These PSC terms are determined by a treaty, not by habit. Remember they stated in a recent annoucement that TL would be passing a specific law for this PSC.
Furthermore even if this weren’t the case, I cannot see any basis on which you would come up with USD 10mm for a signing bonus?
