The solution is obvious. its a self managing solution, its already in place, its called capitalism.

Under capitalism, if you have more money you get to live a better life, poor people more than anyone know this, high income people forget the difference just a few hundred dollars can make to a persons life.
People without much money dont need to forced, or given extra incentives to earn money, they just need to be given opportunities. If they turn down a fair days work for a fair days pay there is likely something else going on in the background. Some people have been pushed down so far, they will never get back up and its better to just let them tread water, because if they cant swim the alternative if worse.
