Just one more post to correct your misunderstanding.
In Australia, where I am qualified to comment, major infrastructure projects are won on a design and construct basis. After the win, innovation, ingenuity, experience, rat cunning and even serendipity kicks in as the construction contractor optimises, finesses and finalises design and procures materials and subcontractors.
EDE admixture introduced to design teams early in the design period will lock the savings I suggest into the contractors bottom line provided the product does what it is purported to do.
