Yeah it's consistent with what I read. In 2016 300 planners retired on tightening of BOLR but at this point it seems unlikely they will leave in droves without retiring which is pretty much cutting off your nose to spite your face. It would take a regulatory phase out to change things which is likely to be orderly IMO but who knows.
