That was part of this whole exercise by the Tanz gov...and they are showing they are not joking...IMO KNL will become the showcase for Tanz Mining that business can be done where both sides come out better off..and that a lot of money needs to be spent to prove how your mining operation will benefit ALL involved...the era of the quick cash grab and run seems to have come to an end.
The ones that do things properly will be very well off, luckily for KNL all the hard work has already been done, others will get there too, but a bit more work required by most new projects.
