No one seems to have considered the 800 pound gorilla in the room. China buys approximately fifty percent of all Lynas' production. It needs it simply because it buys it or is buying it to keep others from having it. Either way, China expects Lynas to fulfill its contract.
I would think that if Fuziah and associates try to shut Lynas down over an environmental issue, President Xi will make one well placed phone call and the problem will either cease or disappear. As Xi has often announced since becoming president, he intends to control certain economic entities and I believe rare earths is one of them.
Fuziah and the Malays seeking to cause trouble need to take a long, hard look at Chinese strategy to understand Xi doesn't intend to be stopped by some piss-ant group. But then Xi doesn't need to confront her, just a head nod should solve the problem, if and when it becomes a problem.
