Proposal for a parliamentary resolution
We believe that the proposal for a parliamentary resolution under paragraph 1 should have the following
wording:
The Riksdag rejects the bill.
This is why the Riksdag approves the motions
2017/18: 4096 by Mattias Bäckström Johansson et al. (SD) and
2017/18: 4110 by Lars Hjälmered et al. (M, L, KD) claims 1 and
rejects bill 2017/18: 212 points 1 and 2.
Statement
Uranium is common in the Swedish bedrock, and because it
is a radioactive substance are the rules that surround uranium recovery of explanatory
reason strict. In order to break uranium in Sweden, permission is required under three separate laws,
and in one of these - the Environmental Code - there is also a lawful municipal veto right
against uranium degradation. Uranium extraction has not occurred in Sweden since 1960-
century, and nobody has since applied for extraction of uranium in Sweden.
In addition to this, it may be added that in its opinion the Board of Law said it was difficult to see what
the proposal in the bill on a uranium extraction ban would add
ring already available. We agree with the Law Council and several heavy referral
ceases to mean that today's uranium breaking legislation is sufficient.
We also believe that the Swedish mining industry is well-functioning and responsible
taking. Already today mining activities are associated with complicated and
extended application processes that limit the ability to establish new ones
mines. The proposals in the bill would probably help to weaken it
Swedish mining industry's competitiveness. To suddenly change the rules through
To ban a mineral will also hurt Sweden's international reputation
like mining. It also creates political uncertainty for the companies that
are already established here and jeopardize potential establishments in Sweden. One
uranium extraction ban also risks complicating exploration and exploitation of
ing of innovation-critical minerals.
Given the impact of the bill on the possible breakdown of such
innovation-critical minerals associated with uranium are inadequate
it is difficult to assess whether certain exploration measures are allowed or
not. In order not to risk breaching Swedish law, it is reasonable to assume that
tentative prospectors therefore choose other countries for their prospecting.
The Swedish mining industry is a well functioning and responsible industry
which is important for the job and for the Swedish economy. Already today is mine-
activities associated with complicated and lengthy application processes
which limits the possibility of establishing new mines. A ban on uranium crashes
tion would further impair the possibility of obtaining a permit for mining
that includes the extraction of innovation-critical metals and such
taller used for battery manufacturing. The proposals in the bill are coming
therefore likely to contribute to the weakening of the Swedish mining industry
competitiveness.
With reference to the foregoing, we consider, as proposed
exercise 2017/18: 4110 (M, L, KD), to the Riksdag through a notice
should urge the government to return to the Riksdag with a new bill
which protects the possibility of extracting important and innovation-critical minerals
and thus also the competitiveness of the Swedish mining industry. The motion
Potential for extracting critical metals and minerals in Sweden
The government has commissioned SGU to chart Sweden's ability to
work the metals and minerals required for the production of new environmental
and technology innovations. The assignment includes mapping and knowledge
building about both primary and secondary sources of these metals and mine-
butyrals. It is noteworthy that uranium is not to be regarded as an innovation-critical metal
according to Growth Analysis or a critical mineral according to SGU and that neither
appear on the EU's list of critical minerals. As previously mentioned, can
However, uranium is used to indicate the presence of other minerals or metal-
laughs, including some innovation-critical ones.
In addition, the committee finds that operators who extract others
minerals other than uranium are not expected to be affected by any increased investigation and evidence
burden, and the proposal also does not affect the prospect of exploring, with
