Incorrect, if announced after hours there is no need for a trading halt. Many price sensitive announcements are also announced in trading hours with just a temporary short-term stop to trading, not an official trading halt. Trading halts are only required if there is price sensitive information to be announced that is not yet ready to be announced and to prevent insider trading or action on leaks a trading halt is requested.
