I was aware of this, but I am not really sure if it is actually enforceable.
Lets just say you are losing 500 K on one stock, and you gaining 500K on another, it would be very unreasonable to expect you to hold onto your losses but pay tax on your gains. (-As you in reality never made a profit,)
As for buying those losing shares back later, it's no different from trading shares, also there is no warranty that you make a profit on them later, but if you do, it would be taxable.
