    'Proxy' numbers (end of preso) seem to demonstrate it'll be carried as a YES...

    There's ~179m votes submitted, of the ~246m on issue, so unless a 'big-player' is in attendance for the 'physical'' poll, then it's a done deal by the looks...

    Doesn't 'rule-out' a rival-bid though...
