Spoke with my advisor today and his comments were spot on.

More PDL purchases with tech and trained collection officers would make for an interesting growth story. I added more today.

So money spent on better quality PDLs and better trained collection officers can only result in an improvement in EPS and ROE.

Without putting words in Rivas mouth I'd suggest he is more about efficiency of the business at this stage as opposed to actually growing it. I think first step, get the business running super efficiently and once its running like a well oiled machine so boosting the purchases of PDLs again.
