    There is an article in the AFR today, which I won't paste due to copyright, but effectively points out how poorly 'marketed' this tax has been, and that current broker systems are not yet adequately set up to capture and record it. The article goes on to say that as a result, and without any immediate fix, the CDIs may turn out to be far less liquid on debut than originally anticipated.
