You are ignoring the fact that the government ( Gillard ) shut the industry down overnight because of one television program on . No investigation . Just shut it down for three months . Cattle were literally in trucks at the docks that had to be turned away .
Do you realise how disruptive that is to farmers , truck companies , shipping companies , customers overseas etc ?
So , because of the strong public reaction and the influence that some media can have , the government is putting money in to support that industry . An important export industry . Further underpinning Australia's clean green policy which is very valuable for food export .
It's not Vietnam's problem . It's Australia's problem . The Vietnamese proabably aren't too fussed on how they kill the cattle but the Australian public is . That's why Gillard acted so quickly . To the Australian public outcry , not because of the Asian customer .

Australia is funding a program to upskill the Vietnamese . What that means is that it is paying Australians to train the Vietnamese while at the same time educating them about out farm exports . In other words , locking in a customer to many other dairy products as Asians become westernised . Protecting our industry while advertising our produce for export .
