and because its an existing hole...it costs bugger all to do.
And i dont think the oil has picked itself up over the last 30-40 years and walked off somewhere else...it could have done that over the last 50 million years if it wanted to.
Of course, if it was a certainty then the price would already be a buck...so treat this as speculative as any other oil well.
