Everyone is placing the launch date of the service as the natural finish line for the contract to be signed, but this isn't necessarily the case. TV2 has already managed this in a bizarre manner by doing the work, before securing the contract. There is nothing stopping this from launching on a wink and a handshake, without a signed agreement. It seems crazy, but so does doing all the work without a signed contract and TV2 happily went down that path. A lot of people have suggested that Indosat aren't going to charge for the World Cup content, so maybe they said to TV2 - show us that you can deliver the World Cup and then we will sign the deal. Anything is possible at this point.
