Thats right.
Also you can't do a naked short & I am not aware of any Lending agreements in place to allow you to borrow the stock. These agreements would have to be disclosed (haven't been any announcements or attachments to any ASX announcement).
The short volume is low & position are being closed (circa 900k oustanding as at 31/5/18)
