Just my guess, I think you'll see base construction & fitout finished some time in early 2019. Which I think will mean customer's being able to move their equipment in throughout middle/late Q1 2019.
From your second photo it looks like excavation is pretty much finished (no sign of excavator's that were there in May), and they have now started building back out of the ground.
The project is cutting it fine in terms of when you would like it delivered. They are attempting to overcome this by opening with a large initial fitout of 10MW. All depends on the rate at which S1 continues to fill at.
