I thought the 'unconditional' declaration is only on the bidder's part, it says they're going to go through it and not back out, but that should not bind those who accepted unless there's a separate agreement like the Appian pre-bid agreement, or if the acceptance facility acts as such an agreement then those who sent to the acceptance facility as opposed to sending directly to OZL would be locked in.
