I understand that and it's a pile of garbage. Immediate renewal and rejuvenation is what is required.
In a situation where a management team has been performing poorly over a long period (as is the case with AMP) you may consider a structured renewal process. Where a management team has presided over a disaster (fraud etc), they must be cleared out immediately to prevent further damage. And in all cases where you don't clear out a poor management team quickly, you are allowing them time to do more damage.
