Could also be part of a time frame. Maybe they were fishing for a higher offer and run out of time. This of course would assume that previous offers were no longer on the table. Again no hint, no nudge nudge.
Overall the impression I got is that FAR does not think the issue with PE is a big deal. The decision only needs to address two lines in a rather large JVA. Nobody is reinventing the wheel.
