for me primero is a red rag. 5-6 years ago they did the upgrade for atlantic ltd's windimurra mine and failed. very probably they learned from its mistakes, but HPA isnt vanadium and in my eyes its more harder to produce a high quality product. i consider this pfs with a level of wariness. if you ask me, its not the best choice for a consulting engineer.
