The government didn't say they couldn't be cornerstone investors in Atlas though? which means (as I`ve already said) it`s quite possible for Atlas to carry on as a Junior but have major shareholders from other Major players. Atlas uses the port, makes money, pays dividends to it`s shareholders! Major investors just happen to have rail solutions to get the stuff to port!
