While my gut tells me that the perp needs to be tortured , if one looks at the countries with the highest incarceration rates or capital punishment rates they are also the countries with the greatest repeat offenders , prisons and capital punishment do not solve the underlying issues , which are multitude ie mental illness not treated , (why put someone in prison to rot get out and commit another crime without treatment ) family violence , societies that lack respect for others (in this case a woman) but it could have been a lack of respect for a child or elderly .
