The premise of the second paragragraph is well and truly rebuked by what follows. Libya was not scared of the US. If anything, it would be thinking that the world would turn totally against the US if it tried to do the same with Libya. Libya was also not worried because the US had more than enough on its greedy, warmongering plate. I'm not entirely sure what made the old boy change his modus operanti but the two reasons given (re, France, Uk and other nations, as well as the UN, puting a great deal of pressure makes infinitely more sense)
