That was one of the answers in the last GM, JAT stated they could not apply for CFDA due to waiting for the recipe from the Manufacturer.
Its was also debated on this forum as the share holders could not understand why.....
CFDA app is the only thing holding JAT back.
As to why, you need to ask JAT that question.
