I would think a SCA is just a general good mood/relationship statement, it's like let's try to be friends over the next 2 years, MoU however is more formal and more details are penned down of what each party is expecting from each other, SCA is less exciting than MoU, although neither guarantees revenue.
However the exciting bit is MX is going to get a copy of HX to show case to the public over there in a low labor cost country, the keyword to look at here is: "Post-Disaster Construction" (page 2)
