You're allowed to have any POSITION on a stock you wish. It is encouraged to be positive, negaitive or indifferent as long as you have some explanation/reasoning behind your position and state that it is your opinion, you will never be moderated.
That being said, ramping blatantly in either direction is not allowed and especially if it's low content or spam-like. If that is the case, then those people should be reported.
