Anyone using the same product (cells) can progress straight to phase 2. If safety is proven for a given delivery method, anyone utilising that same product and delivery method can bypass the phase 1 safety trials as they have no been done. Same as saying if a drug is approved for use in one condition and you want to see if it works for another you don't have to start from scratch with phase 1 trials again. You get to go straight to efficacy trials. Unsure if this will translate to inhalation delivery for asthma?
