I am a bit suspicious as well. The press releases states that they are historical holes drilled by Metallica. Metallica did many studies, with and without scandium. So this makes me wonder. Surely AUZ's geologists knew about these holes.
What is new in this release though is the announcement of Ausenco as the lead BFS engineer for the first time (that I can remember). Ausenco is also doing PGM's BFS as well. My suspicion is that the delay has come about because Simulus Engineers were not considered "bankable" by SK and Ausenco has been brought in and it has taken them some time to come up to speed to sign off on what others have done.
Ausenco are a good engineering outfit, but to my knowledge have never built or designed a HPAL plant before. They will do a good job, but unlike Hatch, AMEC, SNC-Lavalin and even MCC, one questions how bankable they will be. In the end it may be a moot point, as SK's engineering company are likely to get the job to build it.
