Sorry but thought I'd call this out as what I'd plainly call as ramping.

_make no mistake_ management wanted this sold off but there were either no offers or the offers were too low. If they are aware of what's needed to go to production then they have a funny way of showing it by delays and acting slow.

Management has been poor. To talk up management after everything that's happened in the past 8 months... Hmm..
