When ZFX first announced the increased offer, the AGM directors were pretty quick to endorse it. At the time, they said that Mr Shi Pengrong, a resident of china, had not considered it yet.

Well in a letter dated today, Howland-Rose repeats that Mr Shi still has not considered it.
