They are paying a dividend to attract institutions with mandates only to invest in companies that pay annual dividends. This move to pay a dividend will get them on a lot more radars.
Also they are saying to the market that not only are we fully funded through to Kupe commencement, but we can afford to pay a dividend on top. Great signal.
