The position of the list depends on the rating and download frequency in a short period. I see few new apps with 100+ in a day sitting inside 50 in the list. For those 10000+ or 100k downloads, it means they keep the high download frequency in the long period. That's why istream can go from 600 to 80 with just 100 downloads in a week.
