Raising capital does not always have to be achieved by a public offering - please re-read those 3B's that I listed in my first response to your question.

Shares were issued and capital was raised either by cash or in kind. Irrespective, the events noted in the 3B's and were you unable to locate the announcement of 22 August 2016?
