Borrowing $300m if to generate $1 billion of value is a good investment if that is necessary. It has to be managed to ensure that the financial obligations are met at minimum cost e.g. hedging in particular and there may be other financial instruments. There will be a cost of course.
Secondly I thought project finance was only going to be required for 50% of the project cost.
