I have both shares - but think COB has the most potential as the IRR will surpass CLQ as the mine life increases.
Some posters are saying that the CLQ project is uneconomic with an IRR of 19%. However, it's undeniable that the world will need cobalt for the EV boom and there simple isn't any cheap cobalt available. If laterites don't get funded and companies like COB don't get funded then where does it come from? DRC will provide some, but there are challenges there of course and financiers certainly will be wary of the risks.
