CAT cannot mount an aggressive takeover of FBR after Build 1.
If you look at the options the Pivacs will be granted at this stage they will control whether there can be a takeover - they will have to agree with it - don't take my word for it , go and check the options that are to be granted to the Pivacs at each successful step along the way.
